Building inclusive democracies – Political Participation Policy Index 2024

The Political Participation Policy Index 2024, a comparative assessment of policies to support the participation of new Europeans in the EU, is an initiative of the Migration Policy Group’s (MPG) New Europeans Initiative, which aims to assess and compare the inclusiveness of political participation policies in the 27 EU member states. The report highlights the crucial role of civic engagement in promoting inclusive democracies, while also pointing to significant gaps in political participation policies for migrants, one of the weakest areas of integration efforts.

This report assesses political participation policy on the basis of eight dimensions such as voting rights, access to citizenship, representation in political life and political education. It ranks the countries according to their compliance with international standards, with Luxembourg, Ireland, Sweden and Finland coming out on top, while Bulgaria, Austria, Romania and Hungary lag behind.

The report makes recommendations for policymakers, including introducing comprehensive policies, expanding voting rights, simplifying participation processes and promoting civic education tailored to diverse societies.
